Turkish Citizenship Rejected or Cancelled? What to Do Before the 60-Day Deadline Expires (2026)
A notification that a Turkish citizenship application has been rejected, or that citizenship already granted has been cancelled, is a serious matter, and time is critical. The period for challenging the decision generally begins when it is formally served on you, not when you decide to act on it.
This guide explains why such decisions are made, how the deadline works, what a legal challenge can and cannot achieve, and what should be done immediately after a decision is received.

Why Are Turkish Citizenship Decisions Rejected or Cancelled?
The appropriate response depends on which of three situations applies.
1. The application was rejected. Common reasons include:
- missing or inconsistent documents;
- an investment that falls below the required value, or a valuation that cannot be supported;
- source of funds that could not be demonstrated;
- procedural errors in the application;
- an adverse background or security finding.
2. The investment itself was found not to qualify. In some cases the file fails before citizenship is decided, because the property or deposit does not meet the criteria. A high purchase price does not by itself mean that the investment qualifies.
3. Citizenship was granted and later cancelled. This is the most serious scenario. Typical grounds are:
- a false statement or the concealment of a material fact in the application;
- forged or altered documents;
- inflated valuations, undisclosed cashbacks, or transactions regarded as collusive;
- a sale of the property in breach of the three-year no-sale annotation;
- a later security review.
It is worth noting that a fall in property prices, on its own, is not a ground for cancellation.
What Changed In 2026?
Scrutiny of investment-based citizenship has increased significantly. In August 2026, Turkey’s Interior Ministry announced that 6,134 people had lost citizenship acquired through the investment programme. According to reporting by IMI Daily, this figure included 1,413 principal investors, with the remainder being spouses and children. Most cases were linked to investments identified as irregular, and a smaller group was affected on security grounds.
For investors, the practical consequence is that files previously regarded as closed may be reviewed again, and a decision against the main applicant can extend to family members.
The 60-Day Deadline: How It Works
In most cases, a legal challenge must be brought within 60 days of the date the decision was notified to you. If this period is missed, the decision generally becomes final and the available remedies narrow considerably.
Several points require particular care:
Cancellation decisions can be issued late. Where the ground is a false statement or concealed fact, the authorities are generally not bound by a short limitation period, and a decision may be issued years after the passport.
The period runs from notification, not from the date you read the decision. The envelope, delivery record, or electronic notice should be kept. The date of service is the most important date in the file.
Special rules may affect how the period is counted. The type of decision and the manner of service can both be relevant, so the deadline should be confirmed rather than assumed.
A written objection to the authorities should not be assumed to suspend the period. Whether it affects the deadline depends on the type of decision and the authority to which it is addressed.
What To Do When You Receive The Decision?
The new inheritance tax provision forms part of the same legislative package that introduced Turkey’s 20-year foreign The sequence below matters as much as the individual steps. The earlier these steps are taken, the more options remain available.
Secure the decision and the date of service. Keep the notification and any proof of when and how it was delivered. Until the decision has been reviewed, avoid responding to the authorities, signing statements, or discussing the matter with developers or agents. If your citizenship has been cancelled, you should also stop using the cancelled documents.
Obtain the full written decision and its reasons. The ground cited, whether it concerns documents, source of funds, valuation, security, or an alleged false statement, determines the entire strategy. A general understanding of the outcome is not sufficient.
Review your residence position without delay. If citizenship is cancelled, you return to foreigner status, which means your right to remain in Turkey must be examined and secured promptly.
Assemble a complete and consistent file. This should link each stage of the investment in chronological order: the contracts and title deed records, the bank transfers and currency-exchange receipts showing the origin of the funds, the valuation reports and the investment certificate, and everything submitted with the citizenship application. In these matters, a coherent paper trail is the strongest asset.
Instruct a lawyer early. The correct legal route and forum depend on the type of decision received, and this assessment should be made at the outset rather than close to the deadline. Ask also whether interim protection should be requested, as discussed below.
Do not leave preparation to the final days of the period. Time is needed to prepare the file, obtain translations, and address unforeseen difficulties
Does Challenging The Decision Actually Help?
It is a fair question, and the honest answer has two parts.
Filing a challenge does not, on its own, suspend the decision. A cancellation generally takes effect from the date it is issued, and the mere fact that a case has been filed does not reactivate a cancelled passport or restore your previous status. Anyone who assumes otherwise risks acting on a status they no longer hold.
What a challenge does provide is the following:
- It is the only way to have the decision reviewed. If the deadline passes without a challenge, the decision generally becomes final.
- It opens the possibility of interim protection. Alongside the challenge, a separate and reasoned request can be made for a stay of execution, which would suspend the effects of the decision while the case is pending. A court will generally grant it only where the decision appears clearly unlawful and carrying it out would cause harm that is difficult or impossible to repair. It is never automatic, it may be conditional on security, and a refusal does not mean the case itself will fail.
- It may defer the disposal of assets. Where a decision requires assets in Turkey to be disposed of within a set period, which is generally one year, legal commentary indicates that the obligation may be postponed while a challenge is pending. This should be confirmed against the wording of the decision in each case.
- It can be conducted from abroad. A challenge can be pursued through a lawyer in Turkey under a power of attorney, so the client does not need to remain in the country for the proceedings themselves.
Can you remain in Turkey while the case is pending? Filing a challenge does not by itself guarantee a right to remain. Once citizenship is cancelled, the rules applicable to foreigners, including residence permits, apply. Your residence position should therefore be secured separately and without delay, and the effect of any stay of execution on that position depends on what the court orders.
What Are The Possible Outcomes?
No outcome can be promised. Success depends on the legal grounds and the completeness of the evidence, and the duration varies, but a first-instance decision commonly takes in the region of a year or more.
If the challenge succeeds. The court annuls the decision. Courts have taken the view that annulment removes the administrative act with retroactive effect, as if it had never been made. The authority is then obliged to implement the judgment without delay and, in any event, within 30 days of the judgment being notified to it. If it fails to do so, a claim for compensation may be brought against it. In practice, restoration of the civil registry entry, identity documents and passport follows the authority’s compliance with the judgment. It should be noted that annulment on procedural grounds, such as an inadequate investigation or reasoning, or a disproportionate decision, does not necessarily prevent the authority from examining the matter again in accordance with the judgment.
If the challenge fails. The decision stands, and you remain a foreigner. Any requirement to dispose of Turkish assets then takes effect in accordance with the decision, and the authorities may sell remaining property if it is not disposed of in time. The judgment may generally be appealed to a higher court, but the statutory periods for doing so are short and should be calendared immediately.
Applying again. Whether a fresh application is possible depends on the ground on which citizenship was cancelled. This should be assessed before any new application is made, since a second application that repeats the same weakness will usually fail.
Common Mistakes
Waiting for the authorities to reconsider. The absence of a response does not suspend the deadline.
Assuming that filing a case restores your status. Without interim protection, the decision continues to apply.
Selling or transferring the property hastily. The three-year no-sale annotation and any instructions in the decision are both relevant. No action should be taken regarding the asset without advice.
Giving inconsistent explanations. Statements made in one procedure may be relied on in another, so your account should remain consistent throughout.
Re-applying without understanding the first refusal. A new application that repeats the same weakness will generally fail for the same reason.
Relying on the assurances of a developer or agent. They do not bear the consequences of the decision.
What Happens To Your Property And Your Family?
If citizenship is cancelled or revoked, you revert to foreigner status. Depending on the wording of the decision, you may be required to dispose of Turkish assets within a set period, so the decision should be read carefully and not acted on by assumption. A decision against the main applicant can extend to a spouse and children, which is why family members should be included in the planning from the outset.
Frequently Asked Questions
Can Turkish citizenship be cancelled after I receive my passport? Yes. If it was obtained through a false statement, concealed information, or forged documents, or if the legal conditions were never met, it can be cancelled even after the passport has been issued.
Does challenging the decision stop it from taking effect? Not automatically. A stay of execution can be requested separately, but it is granted only where the legal conditions are met and is decided on the circumstances of each case.
How long do I have to challenge a rejection or cancellation? In most cases, 60 days from the date the decision was notified to you. The exact date of service in your case should be confirmed.
Can I remain in Turkey while the case is pending? Filing a challenge does not by itself guarantee a right to remain. Your residence position as a foreigner should be examined and secured promptly.
If I win, will I get my citizenship back? If the court annuls the decision, the authority is obliged to implement the judgment, generally within 30 days of it being notified. The outcome of any case cannot be guaranteed, and an annulment on procedural grounds may be followed by a fresh examination by the authority.
Do I need to be in Turkey to pursue the case? No. A challenge can be pursued through a lawyer in Turkey under a power of attorney.
Can I re-apply after a rejection or cancellation? In some cases, but the reasons for the original decision should first be fully understood. Repeating the same file with the same weakness rarely succeeds.
